Stephen Gaines, Chairman
Steve was one of the business leaders who spearheaded the formation of a Business Improvement District for Hilltop Drive. As the owner/operator of the Best Western Hilltop Inn and CR Gibbs American Grille, Steve has a vested interest in the long-term vision for our community and for Hilltop Drive.

Bert Meyer, Vice Chairman
As the Chairman of the City of Redding Planning Commission, Bert plays a key role in the development of our community. Owner of the Holiday Inn on Hilltop, Bert is dedicated to quality, is a proud member of the HHBID Board and looks forward to a fresh, pedestrian-friendly Hilltop Drive.

David Jackson, Secretary
In 2003, Dave was assigned City “liaison” to work with Hilltop business leaders to develop a successful BID with the intent of revitalizing this corridor of Hilltop Drive. Dave is a Key Account Manager for the Redding Electric Utility and is proud of the HHBID’s progress to date.

Curtis Byron, Board Member
Curtis has lived in the Redding area since 1959 and has owned Siskiyou Insurance since 1993. He has seen Redding evolve in that time and believes that Hilltop Drive is vital to enhancing Redding’s stature as a travel destination. He is enthusiastic about the future of a revitalized Hilltop Drive.

Rob Kilen, Board Member
In 2003, Rob moved from Bend, OR to become the General Manager at the Oxford Suites in Redding. Rob has taken a significant interest in the development of the Hilltop Hotels Business Improvement District and the renovation of Hilltop Drive. He enjoys working with the business owners and operators in the Hilltop area and looks forward to a thriving Hilltop Drive.
