    What is the Hilltop Hotels Business Improvement District (HHBID)?

    The HHBID is a federally recognized 501(c)(6) operating under a Management District Plan (MDP) and set of by-laws. The MDP operating budget includes four spending categories:

    How did the Hilltop Hotels Business Improvement District get started ?

    In late 2003, at a breakfast meeting with Redding’s City Manager, a small group of Hilltop Drive business owners including hotel owners, petitioned the City to “spruce up” Hilltop Drive. These business owners, in collaboration with the City, decided to take action, and in December 2005, the Redding City Council voted 5-0 to support the formation of the Hilltop Hotel Business Improvement District.

    Why is this project being undertaken?

    Hilltop is the gateway to our hospitality and retail centers, and is often the first impression visitors have of Redding. This proactive project will beautify Hilltop Drive and prevent blight within our city.

    Through this and other beautification efforts along Hilltop Drive, the Redding community ensures that Hilltop area businesses will thrive for the next 40 years, protecting more than 1,500 good paying jobs and more than $2.8M in tax revenue that is used to fund general City services including public safety, street repairs, parks & trails, and a host of other important community amenities and projects.

    As HHBID Chairman Steve Gaines puts it, “Hilltop Drive needs a face lift. Unless we do something soon, business along Hilltop may suffer—we need to make a statement on Hilltop Drive—that we are proud of our community.”

    What is the scope of the project?

    The HHBID Board of Directors collaborated with the City engineering department to develop a plan to give Hilltop Drive a classy new look and provide visitors with an enhanced first impression of our community. The plan includes these components:

    » Removal of utility poles and placement of utility lines underground
    » A landscaped median
    » Lighted crosswalks
    » Colored concrete on sidewalks
    » Decorative street lamps and banners lining the Drive

    How is this project being funded?

    There are three sources of funding. Since January 2006, the 10 hotels/motels that comprise the HHBID, have assessed their guests and collected 1.5% of their short-term room rates to raise $1.5M dollars for this project. The City Council has allocated $2M dollars from Redding Electric Utility to remove the utility poles and place utility lines underground. The Redding Redevelopment Agency has dedicated $2.0M to this project as the district is within the Canby-Hilltop-Cypress Redevelopment Zone.

    Couldn’t these funds be used for other more important projects?

    The Hilltop Hotels Business Improvement District was founded specifically to revitalize the Hilltop Drive area. 95% of the funds generated by HHBID’s membership are dedicated to this capital improvement project. The remaining 5% is dedicated to marketing Hilltop Drive and the formation of the organization. The Redding Redevelopment Agency is only able to use its funds for redevelopment projects. The Agency and the City Council have recognized how vital Hilltop area businesses are to our community and have identified the Hilltop Hotel Business Improvement District (an area within the Canby-Hilltop-Cypress Redevelopment Zone) as a top priority for revitalization, which is why these funds have been allocated to this project.

    Will Hilltop Drive be open to traffic during construction?

    Absolutely, Hilltop Drive will remain open throughout construction. All Hilltop area businesses will be open and easily accessible during the project. In fact, as part of the construction contract, the contractor is required to provide one ingress point and one egress point to each business at all times during construction.

    What resources are available to Hilltop area business owners to minimize the project’s impact on their businesses?

    Co-op advertising opportunities and promotional ideas will be available through the Hilltop Hotels Business Improvement District. Also, the HHBID has partnered with the Northeastern California Small Business Development Center to provide no cost small business counseling.
